The art-deco trend of the 1920s carried on into the beginning of the 30s. Cinema was changing and with the introduction of technicolour. This proved the need for more technologically advanced makeup and more strategic placing of makeup on the actors/actress'. Both the Wizard of Oz and Gone with the wind were filmed in the 1930s. By the 1930s makeup was available to all social classes. So there was no excuses!
Gone were the Flapper couqette Style of the 20s and was replaced by a more femine and natural beauty. Still it wouldn't be considered natural today!!
Foundation
At the beginning of the 30s foundation or powder was ivory or white maybe with a touch of pink pigment in them. This changed in the years following due to the popularity of sunbathing (thanks to Coco Chanel) and there were more colours available. The advancement in technology also meant that foundations were becoming more natural looking and easier to apply. Generally speaking these were either a heavy cream or powder. Max Factor invented the 'Pan-Cake' in the 1930s still available today almost 70 years later but known as the 'Pan-Stick' now.
Eyes.
Generally the eyeshadow powder applied match the eye colour. Or was to complement the hair colour. Blonde hair with blue eyes wore blue, lilacs and light greys and brunettes wore brown and purples. The lighter shade applied close to the lash line and a darker colour aplied in the socket to add a 'mystery' to the eyes. Eyeliner and mascara was added to the upper lash line and lashes and nothing on lower. Many women used Vaseline (petroleum jelly) on their lids to give it a glossy finish.
Eyebrows
Thin was in! Eyebrows were tweezed out the nearly non existence (oh the horror) and re-penciled on in a thin curving arch. Some women even shaved off theirs to draw them in!
Cheeks
Cream rouge was added to the cheeks to give it colour. This changed as the decade progressed as sun tans became more popular. Toward the end of the decade when tans were really on trend many women just mixed a tiny bit of rough and petroleum jelly and applied it to the apples of their cheeks and this gave them a healthy glistening glow.
Lips
Pink and Rose colours were the most popular colours at the beginning of the 1930s with Red becoming more popular in the latter years.Lip-Gloss was also invented. The Cupids bow was deepened and accentuated.
Nails
Nails were a big thing in the 1930s. They were polished in many colours, the most popular way to have them was the 'half-moon' manicure. Also it was trendy not to paint the tip.
